Palmer Wind Farm – Planning and approvals
The Palmer Wind Farm first secured planning approval in 2015. Our Variation Application was then approved by the State Commission Assessment Panel in 2025.
Planning consent
The original development application for the project was lodged with the Mid Murray Council in February 2014 and the project was approved by the Mid Murray Councils Development Assessment Panel in December 2015.
The approval decision was subsequently appealed at the Environment, Resources and Development Court (ERD Court). The ERD Court proceedings finished in April 2017 and on 9 March 2018 made judgment to uphold the approval, subject to additional conditions.
A Supreme Court appeal of the ERD Court decision was heard in early 2019. The Supreme Court delivered the judgment to uphold the approval of the project in November 2019.
In February 2024, we submitted a variation to our approved development plan consent. Our Variation Application was approved and the varied planning consent was granted on 27 February 2025. The Decision Notification Form for the varied planning consent is available below
EPBC
A referral under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) was submitted for the Project in May 2024.
The Federal Department of Climate Change, Energy, the Environment and Water reviewed this information and decided that the Project is a ‘not controlled action’ and requires no further assessment or approval under the EPBC Act. This decision is available below.
Native Vegetation Clearance Approval
Native Vegetation Clearance Approval for the Project was granted by the Native Vegetation Council on 18 November 2025, subject to conditions.
On 2 June 2026, a variation to the Native Vegetation Clearance Approval was granted by the Native Vegetation Council to slightly amend the Significant Environmental Benefit Area for the Project. The Decision Notification for the Native Vegetation Clearance Approval is available below.
